RFP HD259007 Federal and State I/DD Expert

Background
The California Department of Developmental Services (DDS) is soliciting consulting services for ongoing person-centered training aimed at improving the quality of life for individuals with intellectual and developmental disabilities (I/DD). The goal is to align federal and state administrative structures with service and systemic changes identified through assessments. DDS's mission is to ensure that Californians with developmental disabilities can make choices and lead independent, productive lives within a supportive community network.

Work Details
The contractor will provide services across four workstreams:

1) Ongoing person-centered services training, including assessing current environments, recommending management actions, identifying priority systems change projects, and providing updates to DDS Executive Staff.

2) External developmental services assessment to identify challenges and gaps in service options, recommend changes, and establish priorities for service models among diverse communities.

3) Identification of available administrative structures to maximize alignment with service changes, including establishing performance measures for service providers.

4) Design and facilitate collaborative meetings among DDS leadership and stakeholders to identify change opportunities and develop comprehensive plans for implementation. Deliverables include monthly status updates and a final summary report after the agreement's expiration detailing completed deliverables, implementation, and billing.

Period of Performance
The term of the agreement is three years, from August 1, 2025, to July 31, 2028.

Place of Performance
Services will primarily be conducted virtually; however, there may be opportunities for in-person or hybrid meetings throughout California.

Bidder Requirements
Proposers must be legally constituted entities qualified to do business in California. The Disabled Veteran Business Enterprise (DVBE) participation requirement is waived but encouraged. Proposers must not be targets of economic sanctions as per Executive Order N-6-22.
