RFP HD249101 All Meetings Facilitator

Background
The Department of Developmental Services (DDS) of the State of California is seeking consulting services to provide effective meeting facilitators. These facilitators will advance DDS's community engagement strategy and support the development of public policies that meet the needs of clients with intellectual and developmental disabilities (I/DD).

DDS conducts numerous community engagement meetings and recognizes the importance of having a dedicated third-party facilitator who can effectively interact with stakeholders, including individuals with I/DD, family members, service providers, and advocacy organizations. The goal is to enhance the quality of life for clients by ensuring that their voices are heard in policy development.

Work Details
The selected contractor will provide facilitation services for DDS meetings across various programs. Key responsibilities include:
1. Preparing for and facilitating stakeholder meetings in-person, online, or hybrid formats, ensuring all voices are heard.
2. Utilizing Zoom licensed accounts for online meetings and being able to assume co-host roles if necessary.
3. Facilitating approximately five stakeholder meetings per month, with additional ad hoc meetings as needed.
4. Establishing roles and responsibilities for productive discussions, including setting ground rules and ensuring respectful communication.
5. Leading discussions thoughtfully and inclusively while managing time effectively.
6. Developing meeting goals, content topics, and providing summaries of each meeting.
7. Coordinating with DDS contracted interpreters for language access needs during meetings.

Period of Performance
The contract will have a term of three years, commencing upon execution of the agreement and ending 36 months thereafter.

Place of Performance
The services will primarily be performed virtually; however, there may be opportunities for in-person or hybrid meetings throughout California.
