Description

The City of Redlands is seeking proposals for the selection of an Access Control and Intrusion Protection System. The work under this contract involves evaluating commercially available systems and selecting a platform that will address the City's long-term needs for security, integration, scalability, and operational efficiency. The scope of this procurement includes system design support, product demonstrations, configuration recommendations, hardware and software specifications, implementation planning, and lifecycle and maintenance options. The actual implementation of the selected system will be procured separately at a later date. This solicitation is issued by the City of Redlands, a full-service municipal organization serving over 74,000 residents with more than 630 full- and part-time employees. The City covers approximately 36 square miles and manages 37 facilities. Many of these facilities currently utilize keyed locks or basic coded keypad systems, which the City intends to upgrade. The background for this contract includes the City's objective to replace outdated or fragmented access control and intrusion alarm systems, standardize security technology across multiple facilities, improve safety for staff and the public, ensure compliance with applicable codes and operational requirements, and implement a scalable system that can support future building expansions, remodels, and new construction. Contract requirements specify that the selected platform must be capable of supporting the City's diverse facilities and operational needs. The system should facilitate standardization, enhance safety, and provide scalability for future growth. The procurement also requires support for system design, demonstrations, recommendations for configuration, detailed hardware and software specifications, planning for implementation, and options for ongoing lifecycle maintenance. Implementation services are not included in this solicitation and will be addressed through a separate procurement. Proposals must address all aspects of the requested work and demonstrate the ability to meet the City's requirements for security, integration, and scalability. Submission instructions and deadlines are provided in the official RFP documentation. Additional context includes the City's recent acquisition of a tenant-occupied, six-story commercial office building at 300 E. State Street, Redlands, CA 92373, which will be renovated into the new State Street City Hall. This facility will serve as the initial site for implementing and standardizing the enterprise-level access control and intrusion protection system. Furthermore, the City is constructing a new Redlands Police Department Safety Headquarters (RPDSH), which will also be included in future phases of system deployment.

CURRENT PROJECTS

The City recently acquired a tenant-occupied, six-story commercial office building located at 300 E. State Street, Redlands, CA 92373 (“State Street City Hall”), which will be renovated into the new City Hall. As part of the City’s capital program, the new State Street City Hall will serve as the initial facility for implementation and standardization of an enterprise-level access control and intrusion protection system.

In addition, the City is constructing a new Redlands Police Department Safety Headquarters (RPDSH)—an approximate 68,000 square foot, multi purpose facility that will serve as the primary public facing hub for all Police Department operations.

The selected system will be designed with scalability in mind, allowing for integration and deployment across additional City facilities as future capital improvement projects are completed or existing facilities are upgraded.
