RFP for the Selection of an Access Control and Intrusion Protection System

The City of Redlands is seeking proposals for the selection of an Access Control and Intrusion Protection System. The work under this contract involves evaluating commercially available systems and selecting a platform that will address the City's long-term needs for security, integration, scalability, and operational efficiency. The scope of this procurement includes system design support, product demonstrations, configuration recommendations, hardware and software specifications, implementation planning, and lifecycle and maintenance options. The actual implementation of the selected system will be procured separately at a later date. This solicitation is issued by the City of Redlands, a full-service municipal organization serving over 74,000 residents with more than 630 full- and part-time employees. The City covers approximately 36 square miles and manages 37 facilities. Many of these facilities currently utilize keyed locks or basic coded keypad systems, which the City intends to upgrade. Additional context includes the City's recent acquisition of a tenant-occupied, six-story commercial office building at 300 E. State Street, Redlands, CA 92373, which will be renovated into the new State Street City Hall. This facility will serve as the initial site for implementing and standardizing the enterprise-level access control and intrusion protection system. Furthermore, the City is constructing a new Redlands Police Department Safety Headquarters (RPDSH), which will also be included in future phases of system deployment.
