Description

The Fresno-Clovis Regional Wastewater Reclamation Facility (RWRF) seeks service and testing for Five Clever Brookes CFC-E 700 series boilers. The service shall include up to 60 hours of standard time, defined as 7:00am to 5:00pm Monday through Friday, prescheduled work. Plus, up to 40 hours of after-hours service from 5:00pm to 7:00am and anytime Saturday and Sunday. This rate will be based on emergency boiler repair and non-prescheduled work. If work is required past 5:00pm, it must be approved by RWRF management or designee, before work can be continued.
Background
The City of Fresno is issuing a Request for Proposals (RFP) for a Requirements Contract for Boiler Service at the Fresno-Clovis Regional Wastewater Reclamation Facility (RWRF). The facility aims to ensure the proper functioning and maintenance of its five Clever Brookes CFC-E 700 series boilers, which are critical to its operations. The goal of this contract is to provide reliable service and testing to maintain operational efficiency.

Work Details
The contractor will provide service and testing for five Clever Brookes CFC-E 700 series boilers. The scope includes:
- Up to 60 hours of standard service time, defined as Monday through Friday from 7:00 AM to 5:00 PM, prescheduled work.
- Up to 40 hours of after-hours service from 5:00 PM to 7:00 AM on weekdays, as well as any time on Saturdays and Sundays.

Emergency boiler repairs and non-prescheduled work will be billed at an after-hours rate, which requires prior approval from RWRF management or their designee if work extends past standard hours.

Period of Performance
The contract will be for a duration of three (3) years, with the possibility of two (2) one-year extensions.

Place of Performance
The services will be performed at the Fresno-Clovis Regional Wastewater Reclamation Facility located in Fresno, California.

In addition to the general service hours, an Annual Boiler Inspection & Annual Boiler 4304 Compliance Tune are required for each condensing boiler. The Annual Inspection & Tune requires the boilers to be internally inspected based on the manufacturer’s recommendations, which includes a 4304 Compliance Tune. The Annual Tune is about 6 months, opposite the Annual Inspection & Tune, and is a 4304-compliance check, as the PEER requires. The Annual Boiler Inspection shall be charged as a lump sum and include the 4304 Compliance Tune per boiler. The Annual 4304 Compliance Tune shall be charged as a lump sum per boiler.
