RFP for Recycled Water and Cross-Connection Program Consultation and Implementation Services

Background
The City of Redwood City, California, is seeking proposals for professional water consultants to provide consultation and implementation services for its Recycled Water and Cross-Connection Program.
The goal is to enhance the city's recycled water distribution system, which includes significant infrastructure such as storage tanks and pipelines, and to meet the growing demand for recycled water across various sites in the city.

Work Details
Consultants are expected to furnish all labor, materials, and equipment necessary for the following tasks:
1. Assist with retrofitting potential recycled water users through customer engagement and outreach, including direct mailings;
2. Conduct site surveys and prepare reports detailing the conversion process, requirements, and cost estimates;
3. Perform plan check reviews for recycled water and cross-connection projects;
4. Develop plans for these projects;
5. Evaluate sites for eligibility for pressure cross-connection tests by certified specialists;
6. Plan and execute pressure and shutdown cross-connection tests;
7. Conduct annual inspections at recycled water sites;
8. Assist with updates to the city’s standards and regulatory compliance;
9. Perform Cross Connection Control Site Surveys.

Period of Performance
The contract will be awarded for an initial term of one year with the possibility of two additional one-year renewals at the discretion of the City.

Place of Performance
The services will be performed within the geographic boundaries of Redwood City, California.
