RFP for Legacy ERP Application Support

Background
The City of Merced’s Information Technology Department is seeking proposals for professional services to provide support for its legacy Enterprise Resource Planning (ERP) application, Central Square Naviline. This application operates on an IBM iSeries platform and is critical to the City's operations. The goal of this contract is to ensure the functionality and efficiency of the ERP system through specialized support services.

Work Details
The contractor will provide functional and technical support for the Central Square Naviline legacy ERP application, which includes modules such as GMBA, AR, AP, P-CARD, MR, OP, CR, CODE, FLEET, OMS, BP, WO, UB, CIS, C2GG3, Congos, and DMS. Key tasks include:

1. Supporting City-developed custom modifications written in RPG II/FREE.
2. Analyzing and troubleshooting application-level issues impacting ERP operations.
3. Assisting with ad hoc reporting from the Naviline ERP system.
4. Providing limited configuration support related to the IBM iSeries environment.
5. Coordinating with Central Square on all support tickets related to the ERP application.

Services are expected to average less than five hours per week with no minimum guaranteed hours.

Period of Performance
The anticipated start date for this contract is July 2026 and it will be a five-year term agreement.

Place of Performance
Services will be performed at the City of Merced's facilities located at 678 W 18th St, Merced, CA 95340.

Bidder Requirements
Proposers must demonstrate extensive experience supporting the Central Square Naviline legacy ERP application and expertise with IBM iSeries environments. They must also have proven RPG II programming experience and experience supporting custom ERP modifications in a public-sector environment. The assigned resource must pass a City of Merced background check and maintain compliance with all insurance requirements including general liability and professional liability insurance.
