Description

Background
The City of Long Beach is seeking proposals from qualified organizations to purchase and use twelve (12) modular Connect Shelters units, providing a total of thirty-three (33) single-occupancy units.
The intended use of these units is as interim housing for individuals experiencing homelessness. This initiative aligns with the City’s mission to address homelessness and provide stabilizing shelter and supportive services.

Work Details
The awarded organization will be responsible for the complete transportation of all awarded units from the City’s storage facility to their desired location.
The organization must understand that Connect Shelters is no longer operating and will purchase the units in an 'as is' condition, releasing the City from any further liability or costs related to transportation or operations.
Proposals should not include any financial or ongoing operational support from the City.
The organization must demonstrate financial feasibility, identify project relocation and operation funding, and provide a business plan for ongoing operation of the units, which should maintain the original intended use as interim housing for people experiencing homelessness.
Additionally, they must acquire all necessary permits for transportation, installation, and operation of the awarded units.

Period of Performance
The contract will be executed upon selection of a contractor, with proposals being evaluated approximately every 30 days until an award can be made.

Place of Performance
The geographic location for performance will be determined by the awarded organization based on their desired site for the modular units.

Bidder Requirements
Proposers must qualify to conduct business in Long Beach, not have been debarred by Federal, State or local government, and possess mandatory licenses as required.
They must also demonstrate organizational capacity and experience in managing similar facilities or projects.
