Background
The City of Long Beach, through its Economic Development and Opportunity Department, is seeking proposals from qualified firms to provide professional real property environmental services. This includes conducting Phase I and Phase II Environmental Site Assessments (ESAs), environmental remediation, and environmental analysis on an as-needed basis. The initiative aims to support the City’s real estate transactions and align with the Grow Long Beach Economic Blueprint and the Long Beach 2030 Strategic Vision.
Work Details
The selected firms will be responsible for a range of services including:
1. **Environmental Analysis**: Preparing negative declarations, evaluating project impacts on air, water, soil, and communities, ensuring compliance with environmental laws, and preparing technical reports.
2. **Phase I Environmental Site Assessments (Phase I ESA)**: Conducting assessments per ASTM E1527-21 guidelines, performing records reviews, onsite reconnaissance, interviews for information gathering, and preparing comprehensive reports.
3. **Phase II Environmental Site Assessments (Phase II ESA)**: Conducting assessments per ASTM E1903-19 guidelines including developing work plans, collecting environmental samples, defining contamination extent, and preparing detailed reports.
4. **Environmental Remediation**: Developing remediation plans based on Phase II results, removing contaminants from the environment, drafting reports documenting remediation efforts, and providing long-term monitoring plans if necessary.
Period of Performance
The contract will last for two years with options to renew for three additional one-year periods, totaling a maximum of five years.

Services will be performed within the City of Long Beach.
Bidder Requirements
Proposers must be qualified to conduct business with the City and not have been debarred by any government entity. Preferred qualifications include five years of experience in conducting ESAs per ASTM standards and having qualified staff with relevant certifications.
