Background
The County of El Dorado is located in Northern California and is bordered by Sacramento, Placer, Amador, and Alpine counties. The County is soliciting sealed proposals from highly qualified firms to provide food services at its jail facilities in Placerville and South Lake Tahoe for the County Sheriff’s Office. The goal of this contract is to ensure the provision of consistent and dependable food services to inmates and correctional staff at both facilities. The contract will be awarded to one top-ranked proposer based on a competitive evaluation process.
Work Details
The successful Proposer will be responsible for the overall operations of the kitchens within the Placerville and South Lake Tahoe Jails. Specific responsibilities include:
1. Purchasing all food, consumable paper goods, chemicals required for food service operation, and cleaning supplies.
2. Utilizing kitchen equipment owned by the Sheriff's Office.
3. Designing menus that meet dietary standards, including medical and religious requirements, approved by a registered dietitian.
4. Preparing three meals per day for inmates and one meal for correctional staff.
5. Ensuring meals are served at appropriate temperatures and maintaining sanitation standards as per state regulations.
6. Providing routine cleaning of food service areas and managing special meal requests as needed.
7. Conducting training for civilian personnel and supervising inmate workers in line operations.
Period of Performance
The contract will have a term of three years with an option to renew for up to two additional years based on satisfactory performance.
Place of Performance
Food services will be performed at two locations: 300 Forni Road, Placerville, California 95667 (Placerville Jail) and 1051 Al Tahoe Boulevard, South Lake Tahoe, California 96150 (South Lake Tahoe Jail).
Bidder Requirements
Proposers must demonstrate experience in providing food services to correctional facilities, preferably with California local governments. They must comply with all federal, state, and local regulations including obtaining necessary licenses and permits. Additionally, ServSafe Certification is required at the time of contract execution.

At full staff, the Placerville Jail employs seventy (70) correctional staff members and twelve (12) support staff members. Most correctional floor staff work twelve (12) hour schedules spread across four (4) different shift teams (midweek/weekend and dayshift/graveyard). The Placerville Jail contains a commercial kitchen facility with frozen, cold, and dry food storage and is currently staffed with cooks employed by the Sheriff’s Office and inmate workers who prepare daily meals on site. Inmates as well as correctional staff will receive meals made from the Placerville Jail kitchen. Inmates are served three (3) meals per day on reusable thermal trays, delivered to their cells/dayrooms by correctional staff and assisted by inmate kitchen workers. Correctional staff eat their meals in a staff break room away from the kitchen.
