RFP Behavioral Health Services Act-Funded Program

Background
The County of Sonoma Department of Health Services is issuing a Request for Proposals (RFP) for Behavioral Health Services Act-Funded Program Services. This initiative aims to develop agreements for various key services as outlined in the Behavioral Health Services Act (BHSA), which modernizes California's behavioral health system to include both mental health and substance use disorder treatment.

The BHSA emphasizes prevention, early intervention, treatment, and recovery while improving accountability and access to care. The County seeks to partner with qualified organizations to implement programs that align with these goals and ensure equitable access to behavioral health support.

Work Details
Proposers may apply for multiple service types under the BHSA framework, including:

1) Full-Service Partnership (FSP): Intensive outpatient care for individuals with significant behavioral health challenges, providing comprehensive wraparound services.

2) Behavioral Health Services and Supports (BHSS): A broader range of services promoting early access and ongoing recovery, including outreach, education, and workforce development.

3) Housing Interventions: Providing rental subsidies and housing assistance for individuals experiencing or at risk of homelessness due to behavioral health conditions.

Each proposal must include an Individualized Service Plan (ISP) within 30 days of enrollment, detailing measurable recovery goals and integrated treatment plans.

Period of Performance
The contract is expected to last three years starting in July 2026, with options for two one-year extensions based on funding availability and contractor performance.

Services will be performed in Sonoma County, California.

Bidder Requirements
Proposers must demonstrate experience in delivering culturally competent services, provide evidence of organizational capacity, and submit proposals that meet minimum qualifications outlined in the RFP. Local service providers are encouraged as the County promotes local business opportunities.
