RFP # 74A1750 Vulnerability and Risk Assessment (VRA) Extension

Background
The California Department of Transportation (Caltrans) is issuing Request for Proposal (RFP) Number 74A1750 for the Vulnerability and Risk Assessment (VRA) Extension project. This initiative aims to advance Caltrans' 2026 VRA by integrating updated climate data, equity considerations, and post-wildfire debris-flow analysis. The project will assess risks to rail assets, maintenance facilities, and rest areas, with the goal of informing statewide transportation planning to enhance the resilience of California's multi-modal transportation network.

Work Details
The selected consultant team will be responsible for conducting a comprehensive vulnerability and risk assessment that includes:
1. Incorporating updated climate projections into the assessment.
2. Analyzing post-wildfire debris flow impacts on transportation infrastructure.
3. Evaluating risks associated with rail infrastructure, maintenance facilities, and rest areas.
4. Delivering findings that will guide statewide transportation planning efforts aimed at improving resilience against climate-related challenges.

Period of Performance
The contract performance period is expected to commence upon award and continue until all deliverables are completed, with specific timelines outlined in the proposal requirements.

Place of Performance
The work will primarily take place within California, focusing on various locations relevant to Caltrans' rail assets and maintenance facilities.

Bidder Requirements
Proposers must demonstrate a minimum of fifteen (15) years of experience in surface transportation projects, ten (10) years in climate risk analyses, and five (5) years in GIS-based mapping. Additionally, proposers must comply with the State’s 25% Small Business participation goal as mandated by Executive Order S-02-06. Certified Small Businesses (SB) and Micro Businesses (MB) are encouraged to participate.
