Rfp 6224 Electrification Study

The County of Ventura is seeking proposals for Electrification Study services to be conducted at various County locations. The selected vendor will be responsible for performing a comprehensive electrification feasibility study for designated County facilities. The scope of work includes determining the technical feasibility, space requirements, electrical capacity needs, and Rough Order of Magnitude (ROM) costs for replacing equipment that uses natural gas with appropriately sized, all-electric alternatives. For each facility, the study must provide a single recommended solution that is both technically feasible and cost-effective, supported by lifecycle cost analysis, space planning, and electrical service assessments. This solicitation is issued by the County of Ventura, which invites qualified organizations to submit written proposals for these services. The County is undertaking this contract to assess the feasibility and requirements for transitioning from natural gas to all-electric equipment in its facilities, with the goal of identifying the most effective and efficient solutions for electrification. To be considered, offerors must be skilled and regularly engaged in the type of work described in the solicitation documents. Proposals must include separate pricing for each facility, as the County may award a contract for any portion (some or all) of the listed facilities, provided the total does not exceed budgeted funds. All requirements, deliverables, and evaluation criteria outlined in the solicitation apply to each facility. Only one qualified vendor will be selected from this RFP, although the County reserves the right to increase the number of contracts awarded based on demonstrated capacity in the proposals. Proposals must be submitted no later than 5:00 p.m. on October 23, 2025, in accordance with the attached Terms and Conditions and Instructions to Offerors, which are incorporated by reference. A non-mandatory pre-proposal conference will be held at 10:00 a.m. on October 7, 2025, at the Ventura County Purchasing Services office, 800 S. Victoria Ave., Ventura, CA. A Microsoft Teams meeting option will also be available.
