Rfp 2M24-23 Engineering Design And Construction Services For The Sewer Main Replacement Project

Background
The City of Alhambra is seeking proposals for professional engineering design and construction services for the Sewer Main Replacement Project. This project aims to address deficiencies in the sewer system identified in the Sewer Master Plan, specifically along Glenaven Avenue, Orange Grove Avenue, Midwick Drive, La Golondrina Avenue, and Ross Avenue.

The existing sewer infrastructure is inadequate to handle peak wet and dry weather conditions, necessitating upgrades.

Work Details
The contractor will be responsible for:
1. Conducting geotechnical investigations by a licensed company.
2. Preparing Plans Profile drawings in the City Standard Format for the sewer mainline replacement.
3. Developing project specifications and connection details to existing City infrastructure.
4. Creating a street improvement plan that includes replacing damaged curb, gutter, and sidewalk (plans must be separated from sewer plans).
5. Conducting surveying, by-pass pumping, and potholing as necessary.
6. Preparing bid documents and a construction cost estimate.
7. Submitting plans at the 60%, 90%, and final completion levels including an 'as built' version with signed and sealed mylar drawings and electronic files of the specifications.
8. Providing construction management support services including attending pre-bid meetings, addressing contractor questions during bidding, preparing addenda, reviewing shop drawings and submittals, responding to Requests for Clarification (RFC) and Requests for Information (RFI), and attending progress meetings as needed during construction.

Period of Performance
The anticipated schedule includes proposal distribution on October 1, 2024; proposal submission deadline by October 29, 2024; review of proposals from October 25 to November 1, 2024; contract award by November 11, 2024; execution of contract and notice to proceed on December 9, 2024.

Place of Performance
The work will be performed at various locations within the City of Alhambra along Glenaven Avenue, Orange Grove Avenue, Midwick Drive, La Golondrina Avenue, and Ross Avenue.
