Background
The Housing Authority of the County of Contra Costa (HACCC) is a public entity that provides federally subsidized housing and housing assistance to low-income families within the County of Contra Costa. HACCC manages multiple properties and is seeking proposals from qualified, licensed, and insured entities to provide security guard services. The goal of this RFP is to establish a contract with one or more vendors for the labor, materials, and equipment needed to provide these services effectively.
Work Details
The selected provider will be responsible for providing unarmed security patrol services at various HACCC properties. This includes scheduling coverage for vacations, holidays, and unscheduled absences. The provider must maintain a pool of trained Security Guards who are familiar with HACCC locations and requirements.
Key duties include access control, roving patrols, compliance monitoring, emergency response, report preparation on incidents, and safety hazard observation. Specific service locations include HACCC Central Office in Martinez, HCV offices in Antioch and San Pablo, and several public housing offices across the county. The provider must possess an active Private Patrol Operator (PPO) license issued by the Bureau of Security and Investigative Services (BSIS). Training programs for security personnel must cover various topics including patrol techniques, emergency procedures, communication standards, and first aid.
Period of Performance
The contract will initially be awarded for a period of 1 year with options for two additional 2-year extensions, allowing for a maximum total duration of 5 years.

Services will be performed at multiple locations throughout Contra Costa County including but not limited to:
- 3133 Estudillo Street, Martinez
- 2870 Howe Rd, Martinez
- 2601 Somersville Rd, Antioch
- 2324 College Lane., San Pablo
- 875 El Pueblo Ave., Pittsburg
- 2 California Street, Rodeo
- 2100 Buchanan Road, Antioch
- 100 Austin Court, San Pablo
- 990A Rosemary Lane, Oakley.

Bidders must have an active PPO license issued by BSIS. They are required to provide proof of insurance coverage including general liability insurance naming HACCC as an additional insured.
