Description
The City of Rialto is requesting proposals for Underwriting Services. The scope of work includes providing underwriting services as specified in the attached documents, which can be found under the DOCUMENTS tab of the solicitation. Interested parties are expected to review these documents for detailed specifications regarding the required services. The City of Rialto is the entity issuing this request for proposals. This contract is being issued to secure qualified underwriting services for the City, with all requirements and specifications outlined in the attached RFP document. All proposals must be submitted electronically through the PlanetBids platform. Paper copies or bids submitted by any other means will not be accepted. Bidders are solely responsible for ensuring their electronic bid is submitted on time and successfully, as evidenced by an ebid confirmation number and time stamp from the Bid Management System. The City will only consider bids that have been transmitted successfully and have received this confirmation. It is the responsibility of the bidder to understand how to use the bid management system, ensure their computer system can upload the necessary documents, and maintain a stable internet connection. The City will not provide relief for late or improperly submitted bids, and failure to submit a successful electronic bid is at the bidder's sole risk. If technical difficulties arise during the submission process, bidders may contact PlanetBids at (818) 992-1771. For operational questions, the City's Purchasing office can be reached at (909) 820-2570; however, neither the City nor PlanetBids guarantees timely assistance or resolution of issues before the submission deadline. All questions regarding the RFP must be submitted through the PlanetBids platform; questions submitted by any other means will not be addressed. The City reserves the right to award its total requirements to one bidder or to divide the requirements among several bidders, as it deems appropriate.

The bidder is solely responsible for “on time” submission of their electronic bid. The City will only consider bids that have been transmitted successfully and have been issued an ebid confirmation number with a time stamp from the Bid Management System indicating that bid was submitted successfully. Transmission of bids by any other means will not be accepted. Bidder shall be solely responsible for informing itself with respect to the proper utilization of the bid management system, for ensuring the capability of their computer system to upload the required documents, and for the stability of their internet service. Failure of the bidder to successfully submit an electronic bid shall be at the bidder’s sole risk and no relief will be given for late and/or improperly submitted bids. Bidders experiencing any technical difficulties with the bid submission process may contact PlanetBids at (818) 992-1771. Questions of an operational nature may be directed to the City’s Purchasing office at (909) 820-2570. Neither the City, nor PlanetBids, makes any guarantee as to the timely availability of assistance, or assurance that any given problem will be resolved by the bid submission deadline.
