Background
The California Air Resources Board (CARB) is committed to advancing racial equity and social justice through its mission to address environmental injustices. In response to Resolution 20-33, CARB developed the Community Engagement Model (Model), which standardizes best practices for meaningful community engagement. This Request for Proposal (RFP) No. 25EO006 seeks experienced contractors to develop and deliver an interactive training program that supports the agencywide implementation of this Model, ensuring it reflects community perspectives.

Work Details
The contractor will develop and deliver a comprehensive training curriculum aimed at equipping CARB staff with the necessary knowledge and tools to effectively apply the Community Engagement Model in public-facing activities. The training will standardize equity-centered best practices across the organization, strengthen relationships with impacted communities, and advance equitable outcomes.

Specific tasks include:
1. Developing a Community Engagement Plan within one month of contract execution.
2. Implementing the Community Engagement Plan within twelve months of contract execution.
3. Developing and delivering trainings for CARB staff, including objectives, materials, trial runs, and revisions over an 18-month period.
4. Creating a Train-the-Trainer program to ensure sustainability of training efforts.

Period of Performance
The contract term is for eighteen (18) months from the actual start date of the Agreement.

Place of Performance
The services will be performed primarily in California, as specified by CARB's operational needs.

Bidder Requirements
Proposers must demonstrate at least three years of experience in designing and delivering adult training programs, implementing inclusive outreach processes, and have completed two relevant projects in the past five years. Proposals must include evidence of cultural humility and experience working with diverse communities in California. Additionally, proposers must comply with various certifications including but not limited to: Payee Data Record (STD 204), Contractor Certification Clauses (CCC 04/2017), California Civil Rights Laws Certification, Darfur Contracting Act Certification, Bidder Declaration Form, and COVID-19 Prevention Contractor Self-Certification.
