The Superior Court of California, County of San Bernardino is seeking proposals for a Jury Management System (JMS) to replace its existing system, which has been in use for two decades. Work Details
The Contractor’s Jury Management System (JMS) will automate various jury functions including:
- Pool Processing: Random selection of juror pools and generation of summons/questionnaires.

- Attendance Processing: Managing juror attendance, generating failure-to-appear documentation, and processing payments.
- Support for electronic notifications via SMS for jurors regarding their status.
- Integration with DMV, County Registrar of Voters, and Franchise Tax Board data sources.
- Ability to process approximately 78,000 requests monthly and handle simultaneous updates from multiple locations without performance degradation.
- Features for juror information management including history tracking, payment processing, and reporting capabilities.

The contract will commence on September 2, 2026, and will last for five years until September 1, 2031.

Bidder Requirements
Bidders must comply with various certifications including but not limited to: Good Standing Form, Darfur Contracting Act Certification, Disabled Veteran Business Enterprise (DVBE) Declaration if applicable, Small Business Declaration if applicable, Unruh Civil Rights Act Certification if cost proposal exceeds $100,000, and Iran Contracting Act Certification if cost proposal exceeds $1 million. Bidders are also required to submit copies of current business licenses and relevant professional certifications.
