RFP 25-10007 ADAP Telehealth

Background
The California Department of Public Health (CDPH), Office of AIDS (OA) Pre-Exposure Prophylaxis (PrEP) Assistance Program (PrEP-AP) is soliciting proposals from qualified vendors to provide telehealth services to PrEP-AP clients. This initiative aims to expand access to HIV prevention services for vulnerable populations in California, including uninsured individuals and minors. The contract will be awarded to the most responsive and responsible proposer based on scoring criteria outlined in the RFP.

Work Details
The contracted provider will deliver culturally appropriate clinical services via telehealth, which includes:

1) Clinically assessing individuals for and prescribing PrEP;
2) Providing ongoing PrEP care and monitoring in accordance with CDC guidelines;
3) Offering same-day clinical assessments and prescriptions for non-occupational post-exposure prophylaxis (nPEP) and doxycycline post-exposure prophylaxis (doxy PEP);
4) Establishing a process for electronic medical claims submission within 180 days of service;
5) Maintaining contracts with external laboratories for testing related to HIV, STIs, and initiation screenings for PrEP, nPEP, and doxy PEP.

Period of Performance
The contract term is from July 1st, 2025 to June 30th, 2028, with an option to extend for an additional year based on performance and funding availability.

Place of Performance
Services will be provided remotely through telehealth modalities, primarily serving clients across California.

Bidder Requirements
Proposers must have at least one year of experience providing medical services via telehealth modalities within the last three years. They must also demonstrate experience in submitting medical claims electronically, maintaining contracts with laboratory networks for testing, and providing culturally sensitive services. Proposers must certify compliance with all terms outlined in the RFP and provide proof of liability insurance prior to contract execution.
