RFP 25-03 Employee Assistance Program

Background
The Superior Court of California, County of San Bernardino is seeking proposals for an Employee Assistance Program (EAP) to support its 1,139 employees. The Court aims to enhance employee well-being and productivity through this program, effective from January 1, 2026. USI Insurance Services is conducting a marketing survey on behalf of the Court and invites qualified bidders to submit proposals with a rate guarantee for five years.

Work Details
The EAP services to be provided include:
- Confidential assessment and referral services for personal challenges such as marital issues, substance abuse, emotional distress, and more.
- Telephonic assessments and short-term problem resolution.
- Face-to-face mental health sessions and video chat/text therapy options.
- Life coaching services.
- Access to a licensed provider network of over 55,000 professionals nationwide.
- Unlimited clinical consulting for workforce challenges and employee concerns.
- Management training sessions and employee orientation meetings.
- Critical Incident Stress Management (CISM) services in response to workplace crises.
- Work-life referrals covering childcare, eldercare, legal assistance, financial wellness, and identity theft prevention/recovery services.
- Provision of promotional materials including brochures and wallet cards.

Period of Performance
The contract will commence on January 1, 2026, with an initial term of five years ending December 31, 2030. This term is subject to renewal options at the discretion of the Court.

Place of Performance
Services will be provided primarily within San Bernardino County, California.

Bidder Requirements
Bidders must comply with the following requirements:
- Submission of completed forms including Acceptance of Short Form Agreement Terms, General Certifications Form, Good Standing Form, Darfur Contracting Act Certification, and Bidder Declaration for DVBE incentives if applicable.
- Bidders must provide rates net of commission for all work and expenses payable under the contract.
- Bidders are encouraged to demonstrate their experience in providing similar EAP services.
