RFP 25-02 Life Insurance Benefit Plans

Background
The Superior Court of California, County of San Bernardino is seeking proposals for life insurance benefit plans through a Request for Proposals (RFP) issued by USI Insurance Services. The Court serves over two million people across the largest county in the United States, covering more than 20,000 square miles.

The goal of this contract is to provide life insurance benefits with an effective date of January 1, 2026, including a five-year rate guarantee and options for renewal.

Work Details
The selected contractor will provide Basic Life Insurance, Supplemental Life Insurance (for employees, spouses/registered domestic partners, and children), and Voluntary Accidental Death & Dismemberment (AD&D) coverage. Proposals must include current benefit levels and rates net of commission.

Bidders are required to complete a Benefits Matrix (Exhibit D) and provide details on value-added benefits available in California. The contractor must also establish bi-weekly eligibility feeds tied to the Court's payroll system and conduct enrollment meetings at various locations to educate employees about their benefits.

Period of Performance
The contract will commence on January 1, 2026, with an initial term lasting until December 31, 2030, if all options are exercised.

Place of Performance
Services will be performed within San Bernardino County, California.

Bidder Requirements
Bidders must comply with various certifications including the Darfur Contracting Act Certification and Unruh Civil Rights Act compliance. Additionally, bidders may seek Disabled Veteran Business Enterprise (DVBE) incentives by meeting specific requirements related to subcontracting and participation.
