RFP 25-01 Medical Benefit Plans (USI)

Background
USI Insurance Services (USI) is conducting a marketing survey on behalf of the Superior Court of California, County of San Bernardino (the Court). The Court serves over two million people in the largest county in the United States and is seeking proposals for medical benefit plans effective January 1, 2026. The goal is to secure rate guarantees for five years, with an option to renew for additional years at the Court's discretion.

Work Details
Bidders are required to submit proposals based on the renewal of the Kaiser medical plan for the 2026 plan year. Proposals must include rates and coverage details for both Kaiser and another insurance carrier's medical plan. Key documents include:

- Exhibits D1-D4 - Kaiser documents
- Exhibits E1-E12 - Blue Shield HMO, PPO and COB documents
- Exhibit F - Blue Shield HMO PCP List for Provider Disruption
- Exhibit G - Medical RFP #25-01 benefit matrix
- Exhibit H – 2025 Benefit fair locations.

Bidders must also provide a detailed account of their proposed benefit plans, including monthly rates with ACA fees itemized, and ensure compliance with all mandatory requirements outlined in the RFP.

Period of Performance
The contract will commence on January 1, 2026, and will run until December 31, 2030, if all options are exercised. The proposal submission deadline is July 25, 2025.

Place of Performance
The services will be performed for employees of the Superior Court of California located in San Bernardino County.

Bidder Requirements
Bidders must comply with various certifications including but not limited to: Disabled Veteran Business Enterprise (DVBE) participation goals; completion of Attachments 3-9 related to certifications and good standing; and submission of a Bidder Declaration if claiming DVBE incentives. Additionally, bidders must have a highly motivated service-oriented Account Team with dedicated contacts available during specified hours.
