RFP 24-10 Jury Management System Replacement

Background
The Superior Court of California, County of San Bernardino is seeking proposals from qualified bidders to provide a complex Jury Management System (JMS) to replace an existing in-house web-based system that has been in use for two decades.
The Court aims to enhance operational efficiency, reduce paper usage, and leverage the latest technology through open competitive bidding.
The anticipated award type is Firm Fixed Price for a term of three years.

Work Details
The Contractor's Jury Management System (JMS) will automate jury functions and processes, including:
- Pool Processing: Random selection of juror pools, generation of summons/questionnaires, and subgroup formation based on questionnaire responses.
- Panel Processing: Tracking jurors during voir dire and jury empanelment.
- Attendance Processing: Managing juror attendance, generating failure to appear documentation, and financial management/payment processing with audit reports.
- Electronic Notifications: Support for SMS notifications to jurors based on their status.
- Data Management: Maintain juror information including ID, contact details, and service history.
- Reporting Capabilities: Generate various reports including civil collections and jury management statistics.
- Integration with existing systems for data conversion and updates from DMV, ROV, and FTB bi-annually at no cost.
- Support for mobile devices and compliance with industry standards for security and data protection.

Period of Performance
The contract will commence on October 21, 2025, and will continue until October 20, 2028.

Place of Performance
The services will be performed at the Superior Court of California, County of San Bernardino.

Bidder Requirements
Bidders must complete various certifications including but not limited to: Good Standing Form, Darfur Contracting Act Certification, DVBE Declaration (if applicable), Small Business Declaration (if applicable), Unruh Civil Rights Act Certification (if cost proposal exceeds $100,000), and Iran Contracting Act Certification (if cost proposal exceeds $1 million).
Bidders must also provide evidence of business licenses relevant to the services proposed.
