RFP 23-700-02 Defined Contribution Consulting Svcs

Background
The State of California Department of Human Resources (CalHR) is issuing this Request for Proposal (RFP) 23-700-02 to secure Defined Contribution Consulting Services for the Savings Plus Program.
This program includes the 457(b) Deferred Compensation plan, 401(k) Thrift Plan, and the 457(b) Part-time, Seasonal, and Temporary Employees Retirement Program (PST Program).
The goal is to replace existing consulting agreements with new ones that cover Plan Design, Provider Search, Investment Monitoring, and General Consulting services.

Work Details
The consulting services required under this RFP include:
1. Defined Contribution Consulting Services (DCCS) which encompasses Plan Design, Provider Search, and Investment Monitoring.
2. General Consulting Services contracted on an as-needed basis without any guaranteed minimum work or payment.
Proposers may submit bids for either or both types of services. Specific scopes of work are detailed in Attachment 2, Exhibit A-1 for DCCS and Exhibit A-2 for General Consulting Services.
Proposers must complete relevant attachments to demonstrate compliance with qualifications and requirements.

Period of Performance
The contract resulting from this RFP is intended to commence on January 1, 2025, and will last for five years with an option to extend for two additional one-year periods.

Place of Performance
The services will be performed in California as part of the Savings Plus Program administered by CalHR.
