Background
The City of Los Angeles, through its Fire Department (LAFD), is issuing this Request for Proposals (RFP) to solicit qualified contractors for Exclusive Use Helitanker Firefighting Services. The contract includes provisions for maintenance support, safety management systems, and operational readiness during emergencies. The contractor must also provide a detailed five-year cost plan that includes base costs and any planned adjustments over the contract period.
Period of Performance
The initial term of the contract is five years, commencing on July 1, 2026, and ending on June 30, 2031, with an option for a five-year extension based on funding availability.
Place of Performance
Services will primarily be performed at the LAFD Air Operations Section located at Van Nuys Airport in Los Angeles, California.
Bidder Requirements
Proposers must be licensed by the FAA to provide aerial fire suppression services and must be in good standing with the California Secretary of State. They should not have any outstanding debts with the City or be debarred by any government entity.
