Description

Background
The County of Orange, through its County Executive Office - CPO, is seeking proposals from qualified firms for the design, manufacture, delivery, and installation of Rapid-Build Tensioned Membrane Aluminum Frame Structures (TMS) to support emergency preparedness and response operations.

The goal of this contract is to provide durable, rapidly deployable structures capable of withstanding extreme environmental conditions while supporting flexible, temporary or semi-permanent use. The successful Respondent will ensure that all structures are code-compliant and operational upon delivery.

Work Details
The Contractor shall provide a complete turnkey solution including:
1. Design and engineering of TMS structures;
2. Fabrication of modular structural systems;
3. Delivery logistics to County-designated sites;
4. Site coordination for installation;
5. Full installation and assembly of the structures;
6. Training for County personnel on operation and maintenance.

The structures must meet specific requirements such as a clear-span interior up to 200 feet, the ability to withstand 180 mph wind loads, and compliance with the International Building Code (IBC) Chapter 31 and NFPA 701 standards. The Contractor is also responsible for providing documentation including engineering calculations, detailed drawings, and compliance certifications.

Period of Performance
The contract will be performed over a period that includes a delivery timeline of three (3) to six (6) weeks from receipt of the County-issued Purchase Order.

Place of Performance
The services will be performed at various locations designated by the County within Orange County, California.

Bidder Requirements
Respondents must possess a valid California Contractor’s License issued by the Contractors State License Board (CSLB), specifically a B – General Building Contractor license or other appropriate classification. They must demonstrate experience in designing, manufacturing, and installing Tensioned Membrane Aluminum Frame Structures or similar modular emergency structures within the last five years.

Additionally, all primary structural components must be manufactured in the United States or Canada, and Respondents must provide proof of compliance with applicable building codes.
