Description

The Department of California Highway Patrol invites prospective bidders to review and respond to the following Request for Offer (RFO). The Offeror must have a valid and current TDDC MSA contract issued by the Department of General Services (DGS), RFP #5-22-70-25-001 through 358.
Background
The California Highway Patrol (CHP) is seeking consulting services for its Communications Centers Support Section (CCSS) to maintain and support the Central Square Technology (CST) Commercial off-the-shelf software for the Computer Aided Dispatch (CAD) system and Next Generation 9-1-1 (NG9-1-1).
The goal is to ensure optimal performance of the CAD system across 24 communications centers statewide, enhancing public safety by improving dispatch efficiency.
The services will include support for geographic information systems (GIS), audio logging systems, and CAD integrations.

Work Details
The contractors will provide technical leads focusing on SQL Database Administration, Server Administration, and Citrix Administration. Responsibilities include:
A. Support for CHP CAD, Mobile Digital Computer (MDC), and 9-1-1/NG9-1-1 systems, including configuration, testing, training, and hardware deployment.
B. SQL database management tasks.
C. Administration of Citrix environments and related servers.
D. Support for GIS infrastructure related to CAD and NG9-1-1.
E. Implementation and maintenance of audio logging systems.
F. Participation in workgroup sessions with CHP technical staff.
G. Preparation of system configuration guides for CAD and related projects.
H. Mentoring IT staff in industry standards for CAD and GIS systems.

Period of Performance
The contract is expected to begin on July 1, 2025, with a duration of 24 months.
There are options for two one-year extensions based on the contractor's Master Service Agreement (MSA).

Place of Performance
Work will primarily be performed at CHP Headquarters located at 601 North 7th Street, Building C, Sacramento, CA 95811.
Remote work may be considered with prior approval.

Bidder Requirements
Offerors must have a valid TDDC MSA contract issued by the Department of General Services (DGS).
They must also meet all mandatory qualifications outlined in the Request for Offer (RFO) under section 7 Technical Requirements.
