Background
The California State Teachers’ Retirement System (CalSTRS) is the largest educator-only pension fund in the world, administering a hybrid retirement system that includes traditional defined benefit, cash balance, and voluntary defined contribution plans. CalSTRS aims to secure the financial future and sustain the trust of California’s educators. This Request for Offer (RFO) seeks to select up to four experienced Project Managers with extensive knowledge in Information Technology (IT) Project Management to support various strategic initiatives and projects within CalSTRS.
Work Details
The selected Project Managers will be responsible for managing CalSTRS projects from initiation to close-out, applying industry best practices related to Project Management methodologies such as PMBOK, SDLC, Agile, and ITIL. Key tasks include defining and managing project scope, schedule, resources, risks/issues, communications, milestones/deliverables, and budget throughout the project lifecycle.
Deliverables include project charters, schedules, communication management plans, risk management plans, training plans, transition plans, project status reports, lessons learned documentation, and project closeout reports. The Contractor will also mentor internal Project Managers and ensure adherence to CalSTRS’ standards.
Period of Performance
The total services period may be up to 24 months with an option to extend for an additional 36 months. The estimated average workload is 160 hours per month.
Place of Performance
All work must be performed on-site at the CalSTRS headquarters facility in West Sacramento, CA. Alternative work arrangements may be considered based on business needs.
Bidder Requirements
Respondents must hold a current Information Technology California Multiple Award Schedule (CMAS) agreement with the California Department of General Services. Each offer must include all required attachments such as resumes of proposed personnel and relevant certifications. Proposed personnel must have at least ten years of Project Management experience with specific qualifications in technology software/application projects and experience working within state or local government.
