Background
The California Department of Justice (DOJ) is seeking a full-time Senior Project Manager (PM) to provide consulting services for the transition to the Financial Information System for California (FI$Cal). This project is critical due to its significant impact on various operational areas, including Accounting, Budgets, Case Management, Contracts, and Purchasing. The DOJ requires expert project management and change management support to ensure a successful transition from its current Accounting Information System (AIS) to FI$Cal. The PM will be responsible for overseeing all phases of the project, ensuring compliance with established standards and methodologies.

Work Details
The contractor will provide comprehensive project management services, including:

1. Developing and maintaining a Project Management Plan that outlines scope, objectives, stakeholders, roles, communication methods, timelines, milestones, and risk management protocols.

2. Creating and maintaining a detailed project schedule and Work Breakdown Structure (WBS) using tools like Microsoft Project.

3. Conducting stakeholder engagement strategies and change management support.

4. Facilitating routine project meetings and documenting outcomes.

5. Establishing a risk and issue tracking mechanism to log issues as they arise and track them to closure.

6. Preparing status reports for executive updates and ensuring continuous communication with stakeholders.

7. Supporting post-implementation activities including knowledge transfer and SOP creation.

Period of Performance
The contract is expected to commence on June 30, 2026, with an initial term of twenty-four (24) months. There is an option for extension up to twelve (12) additional months based on performance.

Place of Performance
Services will be performed either virtually or onsite at the DOJ Sacramento Headquarters located at 4949 Broadway, Sacramento, California 95820.

Bidder Requirements
Offerors must hold a current Technology, Digital and Data Consulting (TDDC) Master Services Agreement (MSA) issued by the DGS. The proposed resource must meet specific qualifications including a Bachelor's degree or equivalent experience in project management principles with at least seven years of relevant experience in managing large IT projects. A valid Project Management Professional (PMP) certification is required. Additionally, Offerors must comply with all requirements outlined in the RFO including submission of necessary documentation such as company references and cost sheets.
