The California Department of Justice (DOJ) is seeking to obtain one (1) full-time Project Manager consultant to conduct project management activities on the Microstamping and Law Enforcement Transfer (M-LET) Project in complying with - legislation that includes Assembly Bill (AB) 2699 (Chapter 289, Statutes 2020) and possibly AB 2847 (Chapter 292, Statutes of 2020). RFO responses must be submitted electronically via email to the Procurement Official as identified on the RFO.
Background
The California Department of Justice (DOJ) is seeking to obtain one (1) full-time Project Manager consultant to conduct project management activities on the Microstamping and Law Enforcement Transfer (M-LET) Project. This initiative is in compliance with legislative mandates including Assembly Bill (AB) 2699 and possibly AB 2847, both from 2020. The goal of the contract is to ensure that the DOJ can effectively implement necessary modifications to firearms applications as required by these laws, impacting various firearm systems and processes.

Work Details
The consultant will be responsible for overseeing all phases of the Software Development Life Cycle (SDLC), including planning, design, development, implementation, go-live, post-implementation stabilization, monitoring, and project closeout. Key responsibilities include:

- Establishing and implementing project management activities to achieve objectives within mandated timelines.
- Performing project management tasks related to scope, schedule, cost, issues, risks, resources/stakeholders, status reporting, communications, and change management.
- Following project management standards and methodologies utilized within DOJ.
- Maintaining up-to-date project documentation and ensuring compliance with applicable standards such as IEEE Standards 1012-2012 and 12207-2008.
- Conducting risk management activities including logging and addressing risks and issues.
- Preparing reports for the Project Steering Committee (PSC) and other stakeholders.

Period of Performance
The base term of the Agreement is twelve (12) months with an estimated start date of June 1, 2025. The DOJ has the option to extend the term for an additional twelve (12) months.

Place of Performance
The work will be performed either virtually or onsite at the DOJ Sacramento Headquarters located at 4949 Broadway, Sacramento, California.

Bidder Requirements
To be considered for this RFO, Offerors must hold a current Technology, Digital and Data Consulting (TDDC) Master Services Agreement (MSA) issued by DGS. The proposed Project Manager must meet specific minimum qualifications including a Bachelor’s degree or equivalent experience in project management along with a Project Management Professional (PMP) certification. Additionally, Offerors must provide three company references for similar services completed within the past ten years.
