Background
The California Department of Human Resources (CalHR) was established on July 1, 2012, to manage employee-related issues such as salaries, benefits, job classifications, and civil rights. This Request for Offer (RFO) seeks a Consultant to provide SharePoint Planning and Development Services to assist CalHR in migrating from SharePoint 2016 to SharePoint Online. The project aims to enhance collaboration and information sharing within the department by leveraging SharePoint Online's capabilities.
Work Details
The Consultant will be responsible for the following tasks:
1) Project Management, including developing a Project Schedule and Project Management Plan;
2) Technical Assessment of the current SharePoint environment;
3) Business Requirements and Planning, including creating a Requirements and Analysis Report;
4) Development of a SharePoint Governance Plan;
5) Deployment, Installation, Configuration, and Testing of the new SharePoint platform;
6) Data Migration from SharePoint 2016 to SharePoint Online;
7) Training and Knowledge Transfer for CalHR staff;
8) Post-Implementation Support; and
9) Project Closeout.
The project is expected to complete data migrations by June 30, 2026, with post-implementation support concluding by December 31, 2026.
Period of Performance
The contract term is for one year, with an expected start date of August 11, 2025. Key milestones include:
- Completing the project schedule by June 30, 2025;
- Technical assessment by July 22, 2025;
- Business requirements report by August 5, 2025;
- Deployment by May 1, 2026;
- Data migration testing by May 30, 2026;
- Training completion by June 30, 2026; and
- Project closeout letter submission by January 4, 2027.
Place of Performance
The work will be performed onsite at CalHR’s Sacramento Headquarters located at 1810 16th Street Sacramento, California.
Bidder Requirements
Contractors must have a valid Project Management Professional (PMP) certification and at least five years of experience in SharePoint planning and deployment. They must also demonstrate expertise in similar projects for government organizations. Responses must include a detailed project approach and references from similar projects completed within the last three years.
