The State of California Department of Human Resources (CalHR) releases this Request for Offer (RFO) RFO-23-001-01 to obtain proposals from qualified vendors' to provide the CalHR with consulting services to conduct a business process reengineering analysis and tool assessment on the department's existing Pay Letter process. To be considered for this RFO, the Offeror must hold a current TDDC-MSA with the DGS that includes classifications to provide the services described in this RFO. Background
The State of California Department of Human Resources (CalHR) is responsible for issues related to employee salaries and benefits, job classifications, civil rights, training, exams, recruitment, and retention. The purpose of this Agreement is to provide consulting services to conduct a business process reengineering analysis and tool assessment on the department’s existing Pay Letter process. The goal of the assessment is to identify opportunities to streamline and optimize the salary drills, and the approval of the drills through the Pay Letter process for efficiency and timeliness.
The proposed solution or solution assessment must involve all applicable business/program stakeholders and subject matter experts and be compatible with CalHR’s IT infrastructure.

Work Details
The consultant shall conduct an analysis of the existing CalHR processes and tools used to develop the drills and create and issue a Pay Letter. The consultant shall also develop an implementation plan including organizational change management considerations that the CalHR can execute to move from the current state to the optimal state.

Period of Performance
The term of this agreement will be as shown on the STD 213 and is anticipated to be no longer than twelve (12) months. The State, at its sole discretion, may extend the Agreement(s) for one (1) additional 12-month period.

Place of Performance
The Contractor will provide video-teleconferencing via MS Teams with dial-in options to conduct all research, development, interactions, and presentations with key stakeholders. However, there may be in-person meeting requirements at the discretion of the State with advance notice.
