RFI2 - Request for Innovative Ideas - GenAI Solution for Generating Preliminary Bill Analyses and Enrolled Bill Reports

Background
The California Department of Technology (CDT), on behalf of the California Department of Finance (FINANCE), is issuing a Request for Innovative Ideas (RFI2) to solicit generative artificial intelligence (GenAI) solutions for generating Preliminary Bill Analyses and Enrolled Bill Reports.

This initiative aims to engage innovators and experts to develop cutting-edge solutions that enhance the efficiency and effectiveness of government operations, ultimately benefiting California's taxpayers. The RFI2 is conducted under Public Contract Code section 6611 and Executive Order N-04-19, which allows for a flexible procurement approach to foster innovation and collaboration.

Work Details
The RFI2 seeks innovative GenAI solutions to address the challenges faced by Finance in analyzing legislation. The solution must provide accurate bill information, summarize bills, collect fiscal data from impacted entities, and parse relevant datasets for background information.

It should integrate with the existing Legislative Information System (LIS) used by Finance, which operates in an Azure environment. The tool should significantly reduce the manual workload for analysts by synthesizing historical and current data into draft analyses in Word and PDF formats. Optional functionalities include developing a streamlined submission process for state entities to reduce email-based workloads and centralize data submissions.

Period of Performance
The RFI2 process includes two phases: Phase 1 involves submitting Innovation Concept Papers by January 13, 2025, followed by evaluations until February 25, 2025. Phase 2 will commence with proof of concept activities anticipated in April 2025.

Place of Performance
The contract work will primarily take place within California's managed cloud environments as specified by the California Department of Technology.
