Rfi - San Diego County Psychiatric Hospital (SDCPH) Conversion Project

Background
The County of San Diego is issuing this Request for Information (RFI) to gather input from interested Design-Build Entities regarding the development of the San Diego County Psychiatric Hospital (SDCPH) Conversion Project.

The goal is to streamline the procurement process using the Progressive Design-Build (PDB) delivery method. The project is governed by the Department of Health Care Access and Information (HCAI) and aims to maintain operations of the existing facility throughout the development process.

Work Details
The anticipated conversion project includes a 61,000 square foot renovation and an 11,600 square foot addition to the existing SDCPH building.

This will involve upgrades to all Mechanical, Electrical, and Plumbing (MEP) systems, security enhancements, and controls systems. The estimated budget for this project is $97,000,000.

Additionally, there may be demolition of the existing 40,000 square foot Health Services Complex Building at the same site, which could either be part of this project or issued as a separate procurement when the PDB RFP is released in early August 2025. It is crucial that both the SDCPH and the San Diego City Homeless Shelter remain operational 24/7/365 during any demolition work.

Period of Performance
The RFI indicates that the PDB RFP for the SDCPH Conversion Project will be issued in early August 2025.

Place of Performance
The contract work will be performed at the San Diego County Psychiatric Hospital site located at 5560 Overland Avenue, San Diego, CA 92123.
