RFI for Computer Aided Dispatch (CAD) and Records Management System (RMS) Consultant

Background
The Los Angeles Department of Water and Power (LADWP) is the largest municipal utility in the United States, serving approximately 4 million residents and 1.5 million registered customers. LADWP is seeking to enhance its internal incident tracking and records management system by conducting a market survey to gather insights, best practices, and recommendations from industry experts. This initiative aims to evaluate existing service capabilities, incorporate innovative technologies, align system functionality with operational requirements, and uncover cost-saving opportunities.

Work Details
LADWP is requesting information from qualified consulting firms that can conduct a comprehensive gap analysis of its current internal incident tracking and records management system. The consultant will provide expert guidance in procuring a new integrated Computer Aided Dispatch (CAD) and Records Management System (RMS). The RFI seeks responses that address the following areas:

- Vendor information
- System functionality (core features, multi-agency support, real-time tracking)
- Integration & compatibility (GIS, AVL systems)
- Security & compliance (CJIS compliance, encryption standards)
- Deployment & hosting options (on-premise or cloud)
- Mobile & field access capabilities
- Training & support programs
- Cost & licensing models
- Future roadmap for enhancements.

Period of Performance
Responses to this RFI are due by March 31, 2026. The timeline for subsequent procurement processes will be determined based on the information gathered through this RFI.

Place of Performance
The services are expected to be performed in Los Angeles, California.

Bidder Requirements
Respondents must demonstrate experience in conducting gap analyses and providing procurement support for CAD/RMS solutions in public safety or utility environments. They should have expertise in system requirements development and procurement strategy.
