Description

The Los Angeles Department of Water and Power (LADWP) is requesting information from interested parties experienced in the planning, design, and development of high-voltage transmission projects. Through this Request for Information (RFI), LADWP seeks to obtain information that could be used to develop new high-voltage transmission corridor(s), or upgrade existing corridor(s).
Background
The Los Angeles Department of Water and Power (LADWP) is the largest municipal utility in the United States, serving approximately 4 million residents and 1.5 million registered customers. Established under The Charter of the City of Los Angeles, LADWP has over a century of experience in electricity generation, transmission, and distribution.

The utility is currently undergoing a transformation to transition from fossil fuels to 100% carbon-free resources by 2035. This change is driven by public policies, anticipated load growth, and the need for resilience against extreme weather events. This RFI aims to gather information for developing new high-voltage transmission corridors or upgrading existing ones to enhance renewable energy import capacity and reliability.

Work Details
LADWP seeks information from experienced parties on planning, design, and development of high-voltage transmission projects. The objectives include:
- Increasing renewable energy import capacity to the LA Basin
- Improving resource diversity
- Reducing thermal loading on congested corridors
- Decreasing reliance on natural gas
- Meeting rising energy demand
- Enhancing resilience against extreme weather and attacks.

Respondents are asked to provide insights into potential new transmission corridors or upgrades. This includes general overviews, advantages, technological approaches, timelines for project development, environmental impacts, regulatory requirements, workforce needs, safety procedures, and cost estimates for various components such as HVDC systems and AC transmission lines.

Period of Performance
Responses to this RFI are due by April 15, 2025. The timeline for project development will depend on the proposed solutions provided by respondents.

Place of Performance
The contract work will primarily take place within the geographic boundaries of the City of Los Angeles and its surrounding areas where existing or new transmission corridors may be developed.
