As part of the California Department of Technology (CDT) Project Approval Lifecycle (PAL) Stage 2 Alternatives Analysis, the Department of Financial Protection and Innovation (DFPI) is embarking on a strategic effort to reimagine and modernize its core enterprise systems. This stage of the PAL process is centered on understanding the full range of feasible solutions available in the market before committing to a preferred approach. In alignment with this goal, DFPI is issuing this Request for Information (RFI) to engage industry partners and gather ideas, solution recommendations, and insights to help shape the future of our modernization journey. Through this RFI, we are inviting vendors to share their expertise, propose solution architectures, and provide cost estimates that will help DFPI evaluate viable alternatives. The insights gathered will directly inform our PAL Stage 2 deliverables, including the alternatives analysis, financial analysis, and acquisition strategy. By engaging the vendor community early, DFPI is ensuring that its modernization efforts are informed by the latest capabilities, grounded in practical experience, and aligned with best practices for government transformation.
Background
The California Department of Financial Protection and Innovation (DFPI) is initiating the Enterprise Systems Modernization (ESM) project as part of the California Department of Technology's Project Approval Lifecycle (PAL) Stage 2 Alternatives Analysis.
The goal is to modernize DFPI's core enterprise systems to replace outdated, disconnected legacy platforms with a unified, cloud-ready solution that enhances operational efficiency and consumer protection across more than 22 programs.
This RFI aims to gather insights, solution recommendations, and cost estimates from industry partners to inform the alternatives analysis, financial analysis, and acquisition strategy for this modernization effort.

Work Details
The ESM project seeks solutions that include:
1. An integrated Case Management System for efficient tracking, prioritization, and resolution of cases with full history maintenance.
2. A Document Management System featuring secure centralized storage, version control, and annotation tools.
3. Robust reporting and analytics capabilities.
4. Advanced search and retrieval functionalities.
5. Role-based access control mechanisms.
6. Integrated tools for communication and task coordination.
7. Integration with a third-party Payment Processing System supporting multiple payment channels while ensuring compliance with PCI-DSS and GDPR standards.
The system must provide real-time transaction visibility and integrate seamlessly with case and document management systems.

Period of Performance
The RFI was released on April 1, 2025, with responses due by April 16, 2025.
Subsequent vendor demonstrations are scheduled from April 17 to April 23, 2025.

Place of Performance
The contract work will be performed at the DFPI office located at 651 Bannon Street, Suite 300, Sacramento, CA 95811.

Bidder Requirements
Vendors responding to this RFI must demonstrate relevant experience in delivering large-scale enterprise system modernization projects within government or regulated environments.
They are required to follow a specified response format that includes a cover letter highlighting their qualifications and a proposed solution questionnaire addressing DFPI's operational needs.
