RFI 09001-2024 - Female Community Reentry Program - California

Background
The California Department of Corrections and Rehabilitation (CDCR) is issuing this Request for Information (RFI) Number 09001-2024 to gather data from providers regarding their capability to meet the requirements of the Female Community Reentry Program (FCRP).

This program aims to assist incarcerated individuals nearing release in successfully reintegrating into the community. Launched in 2014, the FCRP focuses on providing gender-responsive, evidence-based social services that reduce recidivism and improve employability. The program's goals include access to a range of rehabilitative services such as substance use treatment, mental health care, and employment support.

Work Details
Respondents are required to provide a detailed plan for a residential facility that can accommodate between 45 to 60 participants. Key components include:

1. **Facility Modification Plan**: Respondents must outline modifications necessary for creating a rehabilitation-conducive environment within 12 months of contract execution. This includes securing licenses and permits such as the Department of Health Care Services (DHCS) Licensed Substance Use Disorder Treatment license, Conditional Use Permit (CUP), and Office of the State Fire Marshal (OSFM) clearance.

2. **Information Technology Plan**: An IT infrastructure plan must be submitted to support staff needs and participant programming, ensuring adequate internet bandwidth.

3. **Service Delivery**: The facility must provide or arrange access to community-based services including substance use disorder treatment, mental health care, medical care, employment assistance, education, housing support, family reunification services, life skills training, financial literacy programs, social support, effective case management including individual assessments and counseling sessions, individualized reintegration plans, discharge planning, aftercare services, and other relevant rehabilitative programming.

Period of Performance
The contract will be performed over a period that begins upon contract execution and extends for at least twelve months for facility modifications and ongoing service delivery.

The services will be performed at a residential facility located in California.
