Description

Background
The City of Redlands is seeking qualified vendors to provide specialized cleaning and pressure washing services for both residential and commercial properties. This initiative is part of the Facilities and Community Services Department's efforts to maintain cleanliness and safety in public spaces. The contract aims to ensure that these services are available on an as-needed basis for a duration of one year, from July 1, 2026, through June 30, 2027.

Work Details
The contractor will provide specialized cleaning and pressure washing services which may include:

- Power washing of Downtown Fixtures such as streetlights, bollards, benches, and trash receptacles primarily on State Street and Orange Street, typically performed overnight.
- Emergency Spill Response for cleanup of hazardous spills including oil, hydraulic fluid, paint, etc., which includes pressure washing, wastewater recovery, and appropriate disposal.
- General Property Cleaning involving trash and debris removal, surface washing of concrete entryways and patios, deep degreasing of concrete pads (e.g., at fueling stations), using degreasers and specialized cleaning solutions.
- Gutter & Downspout Cleaning through manual or pressure-assisted clearing to prevent blockages.
- Street Sweeping for small area or event-based sweeping services.

Service requirements include the ability to respond within 4 hours for emergency cleanups, use of environmentally safe chemicals, calibrated pressure equipment to avoid surface damage, and trained staff in spill containment and cleanup.

Period of Performance
The contract will be performed over a period of one year from July 1, 2026 to June 30, 2027.

Place of Performance
Services will be performed throughout designated areas in the City of Redlands.

Bidder Requirements
Bidders must possess a City of Redlands Business License prior to the issuance of a Purchase Order. A Certificate of Insurance is required before issuance as well as a CSLB D-38 Classification for Sand and Water Blasting. The contractor must also comply with California prevailing wage laws.

Estimated Quantities The quantities furnished under this Bid are to be considered as approximate only and are to be used solely for the comparison of Bids received. The City does not expressly or by implication represent that the actual quantities involved will correspond exactly therewith; nor shall the Bidder plead misunderstanding or deception because of such estimate in accordance with the Specifications. Quantities may be increased or diminished.
PRICE/COST All charges should be included on the Price Sheet which includes all associated costs (including but not limited to delivery, freight, etc.)
BIDDER MUST BID ON ALL ITEMS. AWARD WILL BE MADE TO THE LOWEST RESPONSIVE AND RESPONSIBLE BIDDER.
PREVAILING WAGES When applicable, the City is subject to the State of California prevailing wage laws as set forth in California Labor Code Section 1770 et seq. The contractor is responsible for determining the appropriate Department of Industrial Relations (DIR) classification for the various employees and subcontractors used for a particular project or service. The rates for each classification are posted on the DIR website at http://www.dir.ca.gov/DIRdatabases.html
TERMS AND CONDITIONS By submitting a bid, vendors acknowledge conformity with all of the bid notices and attached and written Terms and Conditions such as, but not limited to, insurance, business license, applicable labor codes and laws.
CHANGES / MODIFICATIONS The City reserves the right to order and/or accept changes in the scope of work and/or specification and resulting contract. The successful Bidder has the right to request an equitable price adjustment in cases where modifications to the contract under the authority of this clause result in increased costs to the contractor. Price adjustments will be based on the unit prices proposed by the Bidder in response to this solicitation.
