Resd-Pmdb 2024-19 Elihu Harris Building Automation System (BAS), Direct Digital Control (DDC) Modernization

Background
The Department of General Services (DGS), Real Estate Services Division (RESD), Project Management and Development Branch (PMDB) is issuing a Request for Qualifications (RFQ) for the Elihu Harris Building Automation System (BAS) Direct Digital Control (DDC) Modernization project. The goal of this contract is to provide professional architectural and engineering services for the Working Drawing and Construction Administration phases of the project. This aims to replace the existing Building Automation System with a new BACnet-compliant system that integrates all building systems.

Work Details
The selected firm will provide professional architectural and engineering design services, including but not limited to: reports, preliminary plans, working drawings, cost estimates, bidding solicitation support, and construction support. All work must be performed under the supervision of a design professional or contractor licensed in California. The project includes full integration of various building systems such as Fire Life Safety System, Lighting, Mechanical, Elevator, Access Control, Security Cameras, and Plumbing System. The estimated cost of construction is approximately $16,552,000.

Period of Performance
The estimated duration of this contract will be three (3) years.

Place of Performance
The work will be performed at the Elihu Harris Building located at 1515 Clay Street, Oakland, Alameda County, California.

Bidder Requirements
Firms must submit two hard copies and one electronic copy of their Statements of Qualifications (SOQ). They must include a letter of interest with their Federal Identification Number (FEIN), an executive summary, Federal Form SF330 for their firm and any proposed subcontractors. Additionally, a written statement addressing the selection criteria and various required documents including proof of California licenses for architects and engineers must be included. Firms must also be registered with the Department of Industrial Relations as public works contractors.
