Request for Qualifications (RFQ) Cal Expo Stadium Project #B250008

Background
The State of California, through the Board of Trustees of The California State University, is seeking Design- Builders to provide design and construction services for the Cal Expo Stadium Project on behalf of Sacramento State University. The goal is to select a Design-Builder based on qualifications and proposed fees, without utilizing a design competition. Post-award, the selected Design-Builder will collaborate with the University to choose an Architect based on qualifications and proposed design fees.

Work Details
The project consists of constructing a 22,000-seat NCAA Football Stadium which includes:
- Infrastructure
- A new artificial field
- Modular seating
- Modular locker rooms/restrooms/showers/changing facilities
- Scoreboard
- Press box

The current grandstands have a seating capacity of approximately 5,000 seats, and this project will add an additional 17,000 seats.

Period of Performance
The prequalification applications are due by October 1, 2025 at 5:00 PM. The RFQ documents will be available on or after October 14, 2025. A mandatory conference for prequalified firms was originally scheduled for October 10, 2025 but has been postponed until further notice.

Place of Performance
The contract work will be performed at Cal Expo Stadium located at 1600 Exposition Blvd, Sacramento, CA 95815.

Bidder Requirements
Firms must possess a Contractor License Requirement: B. Respondents must be financially prequalified with the Trustees by submitting applications by October 1, 2025. Small businesses certified by the Department of General Services will receive a bid advantage of five percent up to $50,000. Additionally, there is a requirement for three percent Disabled Veteran Business Enterprise (DVBE) participation in all contracts.
