Request for Qualifications/Request for Proposals - On-Call Construction/Project Management and Inspection Services

Background
The City of San Marino, incorporated in 1913, is a general law city with a population of approximately 13,000. The City is seeking Statements of Qualifications/Proposals for RFQ/RFP 2025-RFP-045 for On-Call Construction/Project Management and Inspection Services. The goal is to facilitate the implementation of the City’s Capital Improvement Program, which includes construction projects related to right-of-way (streets, sidewalks), civic facilities, parks and grounds, wastewater, and stormwater systems.

Work Details
The successful proposer will provide on-call construction/project management and inspection services that include:

- Overseeing daily construction work to ensure timely completion
- Adherence to approved project plans
- Compliance with laws and regulations
- Minimal disruption to residents
- Providing full-time construction inspection
- Assisting with interpretation of plans
- Coordinating logistics for efficient traffic flow
- Quality assurance and materials testing
- Managing project correspondence
- Reviewing contractor invoices
- Tracking project budgets
- Facilitating weekly progress meetings
- Assisting with public relations regarding project updates.

Period of Performance
The expected duration of the agreement is three (3) years, with the possibility for two (2) one-year extensions contingent on satisfactory performance. The services are anticipated to commence upon contract execution and will continue until June 30, 2028.

Place of Performance
The services will be performed within the geographic boundaries of the City of San Marino, California.

Bidder Requirements
Bidders must demonstrate thorough knowledge and experience in construction management and inspection services as outlined in the Scope of Services. Compliance with California Labor Code regarding prevailing wage laws is required if applicable.
