Background
The City of South El Monte, an industrial community with approximately 21,000 residents, is seeking consulting services to develop and update a Local Hazard Mitigation Plan (LHMP). The goal is to enhance the community's resilience against hazards and improve the living environment. The City aims to select a qualified firm specializing in LHMP development through this Request for Proposals (RFP).

Work Details
The selected consultant will be responsible for:

1) Updating the LHMP;
2) Conducting community outreach regarding changes;
3) Submitting the LHMP to California Office of Emergency Services (Cal OES) and FEMA for review and approval;
4) Making necessary revisions based on feedback from Cal OES and FEMA;
5) Assisting with presentations to the City Planning Commission and City Council;
6) Providing all maps in ArcGIS and PDF format;
7) Preparing final LHMP services bid documents including descriptions of services, fee schedules, and proposals.

Specific tasks include conducting research, identifying hazards, public outreach meetings, preparing draft LHMPs, making revisions based on feedback, and ensuring compliance with FEMA guidelines.

The contract will commence upon award and is expected to be completed within a specified timeframe as outlined in the Schedule of Performance attached to the agreement.

- Professional liability insurance of at least $1 million per claim;
