Request For Proposals - Storm Drain System Master Plan Update

Background
The City of San Juan Capistrano is seeking proposals from qualified consulting firms specializing in stormwater master planning, design, and storm drain fee assessments to update the City’s 1969 Storm Drain System Master Plan.
The goal of this project is to enhance the existing storm drain system through comprehensive mapping, hydraulic analysis, and recommendations for future capital improvement projects while adhering to Low Impact Development and National Pollutant Discharge Elimination System considerations.

Work Details
The Storm Drain Master Plan (SDMP) will involve:
1. Complete mapping of the City storm drain system and production of GIS layers.
2. Hydraulic analysis and development of a hydrology model for the entire city.
3. Assessment of existing stormwater infrastructure with recommendations for upgrades.
4. Creation of a National Pollutant Discharge Elimination System (NPDES) permitting policy specific to San Juan Capistrano, including a fee schedule.
5. Development of a Capital Improvement Program (CIP) with preliminary construction cost estimates and a prioritized list of projects.
6. Comprehensive documentation including supporting data and resources.

Period of Performance
The contract period is expected to commence upon execution of the agreement and is anticipated to be completed by January 21, 2027.

Place of Performance
The work will be performed within the geographic boundaries of the City of San Juan Capistrano, California.

Bidder Requirements
Proposers must obtain a City Business License within ten business days post-selection and provide evidence of insurance coverage as specified in the Professional Services Agreement.
Proposals must include qualifications, experience, project understanding statements, relevant project experience, references, and a fee proposal.
