Request for Proposals (RFP) for Timekeeping Support Services for Infor Workforce Management Software

Background
The County of San Mateo is seeking proposals for Timekeeping Support Services for its Infor Workforce Management (WFM) Software, which is currently utilized by over 6,500 employees. The County aims to enhance its automated timekeeping and payroll systems to ensure timely and accurate payroll preparation and reporting. The Controller’s Office is issuing RFP No. CTLFY26A to find a vendor capable of providing technical support and system enhancement services for both Infor WFM and the Automated Timekeeping System (ATKS).

Work Details
The contractor will provide a combination of technical support services and system enhancements for the Infor Workforce Management Software, including:

1. Support during normal business hours (Monday - Friday, 08:00-17:00 PT) and 24/7 availability.
2. Troubleshooting based on help desk tickets.
3. Development and configuration of new functionalities, including pay rules and interfaces.
4. Execution of software packs as requested by the County.
5. Management of support tickets in the Infor WFM portal.
6. Recommendations for database or operating system administration tasks.
7. Troubleshooting installation or configuration issues at the server level.
8. Maintenance of pay calculation rules in compliance with union MOUs.
9. Development of inbound/outbound integrations.
10. Assistance with Cognos report development.
11. Implementation of system enhancements to improve user experience.
12. Technical support covering both break/fix issues.

Period of Performance
The contract will have a term of three years starting from February 1, 2026, with an option for the County to extend for an additional two years at its discretion.

Place of Performance
Services will be performed within San Mateo County, California.

Bidder Requirements
Proposers must be registered and in good standing with SAM.gov, have at least five years of experience supporting Infor WFM applications, and demonstrate experience in payroll and timekeeping application support for local government agencies.
