Request for Proposals (RFP) for Project Management Services - Soquel Drive Multimodal Project (Soquel 2)

Background
The County of Santa Cruz Department of Community Development and Infrastructure is seeking qualified firms to provide project management services for the Soquel Drive Multimodal Project (Soquel 2). The project aims to enhance pedestrian and bicycle safety, accessibility, and connectivity along the urban Soquel Drive corridor while improving overall travel operations. This initiative will improve approximately 2.4 miles of Soquel Drive between State Park Drive and Freedom Boulevard within existing public right-of-way.

Work Details
The selected consultant will be responsible for a range of project management services including:

- Developing and maintaining a baseline Critical Path Method (CPM) schedule.
- Preparing detailed progress reports, cost forecasts, meeting agendas, minutes, and action logs.
- Maintaining project documentation.
- Coordinating with Caltrans for compliance with federal-aid requirements.
- Preparing Requests for Authorization for each project phase.
- Overseeing multi-disciplinary design activities including roadway geometry and complete-streets features.
- Managing environmental permitting processes.
- Developing scopes of services for procurement.
- Providing oversight during the construction phase.

Key components of the project include construction of Class II and IV bikeways (up to 12,000 LF), sidewalk reconstruction (6,000 LF), ADA curb ramps, traffic signal priority systems, roadway resurfacing, lighting upgrades, drainage improvements, retaining features, and aesthetic treatments.

Period of Performance
The contract term is expected to be three years from the date of approval.

Place of Performance
The work will be performed along Soquel Drive in Santa Cruz County, California.

Bidder Requirements
Consultants must demonstrate appropriate minimum qualifications as required by this contract. They must also comply with all State and Federal laws and regulations. Additionally, consultants are required to provide evidence of insurance as specified in the Independent Contractor Agreement.
