Request for Proposals (RFP) for Asset Management Services

Background
The County of San Mateo, Department of Housing (DOH) is issuing this Request for Proposals (RFP) to solicit proposals from qualified firms or individuals to provide professional consulting services related to asset management of County-funded affordable housing.

The goal is to enhance compliance with loan documents and ensure the effective management of affordable housing projects. The DOH administers various federal, state, and local housing programs aimed at expanding and preserving affordable housing in a high-cost market.

Work Details
The RFP encompasses two service categories:
1) Loan Compliance Monitoring, which involves monitoring compliance with loan agreements, reviewing financial documents, conducting on-site visits, and preparing reports;
2) Physical Inspections, which requires conducting inspections of income-restricted housing units according to HUD standards.

Specific tasks include scheduling monitoring visits, reviewing financial statements and occupancy reports, conducting inspections, submitting reports within specified timeframes, and providing technical assistance as needed.

Period of Performance
The initial contract term is anticipated to be three years, with an option for two additional one-year extensions at the County's discretion.

Place of Performance
Services will be performed within San Mateo County for County-funded affordable housing projects.

Bidder Requirements
Proposers must demonstrate a minimum of five years of experience in loan compliance monitoring or asset management services for government-funded affordable housing. They must also be registered with SAM.gov and provide relevant certifications held by key staff. Proposers are encouraged to apply for one or both service categories.
