Background
The City of San Juan Capistrano is seeking proposals from qualified engineering, stormwater, and environmental firms to provide as-needed National Pollutant Discharge Elimination System (NPDES) Program Compliance, Management, and Inspection Services. The goal is to assist the City in maintaining compliance with the NPDES Permit issued by the Regional Board. The City enforces its Water Quality Ordinance and other related regulations to control pollutant discharges into its storm drain system.
Work Details
The consultant will be responsible for various tasks including:
1. **Program Management**: Assist with NPDES and TMDL compliance programs, provide technical evaluations, and conduct program status updates.
2. **Self-Verification Documents (SVD)**: Manage annual self-certification for structural treatment control devices across approximately 75 sites.
3. **Commercial, Industrial, & Municipal Inspections**: Conduct inspections for about 40 businesses and two industrial facilities annually, including municipal site inspections at a minimum of 13 sites per year.
4. **Inspections for Construction General Permit (CGP)**: Ensure compliance at approximately five active construction sites throughout the year.
5. **Annual Report Preparation**: Prepare annual reports summarizing stormwater program implementation efforts for submission to the Regional Water Quality Control Board.
6. **Miscellaneous Support**: Address unforeseen work not covered under other tasks, capped at $15,000.
7. **Illegal Discharge and Illicit Connection Prevention (optional)**: Assist with investigations of prohibited discharges into the MS4.
Period of Performance
The contract is anticipated to start on July 1, 2026, with an initial term of three years. It may be extendable by mutual agreement for an additional two years in one-year increments.
