Description

Background
The California Department of Fish and Wildlife (CDFW) is seeking a qualified individual or business to provide independent facilitation and mediation services. CDFW’s Wildlife Health Laboratory (WHL) received a United States Fish and Wildlife Service (USFWS) administered Zoonotic Disease Initiative (ZDI) grant aimed at enhancing wildlife health and zoonotic disease capacity both within California and in adjacent states. The goal of this contract is to develop an operational framework for a wildlife health collaborative that supports existing and new wildlife health initiatives.

Work Details
The contractor will provide independent facilitation and mediation services to support the ZDI Grant Implementation Team and Steering Committee. This includes developing a collaborative framework to enhance wildlife health and zoonotic disease capacity, which can be expanded to support adjacent states and other regional jurisdictions.

Detailed work requirements are outlined in Exhibit A, Scope of Work, attached to the solicitation.

Period of Performance
The contract term will commence upon CDFW approval and extend through September 30, 2027, with the possibility of a one-year extension if deemed beneficial for the State.

Place of Performance
Services will be performed at locations determined by the Contractor in coordination with the CDFW Contract Manager.

Bidder Requirements
Proposers must be legally constituted to do business in California. They must not be listed on tax delinquency lists as per state regulations. The proposer must designate a Project Director with authority over all aspects of the contract.

Minimum qualifications include experience in developing collaborative engagement strategies, governance frameworks, conflict resolution, and strategic planning related to natural resource management. Proposers must also comply with insurance requirements including Commercial General Liability, Professional Liability, and Workers Compensation.
