Background
The Employment Development Department (EDD) has offered benefit payments through paper check and debit card for over a decade. Starting in 2024, a new direct deposit option will be introduced via a new vendor, Money Network. This transition marks the first time EDD customers can receive payments directly deposited into a qualifying account, alongside existing methods like debit cards and checks.

The purpose of this RFP is to solicit proposals from vendors experienced in government benefit program payment methods to assist with the implementation and operational period for the new vendor and payment method.

Work Details
The contractor will provide consulting services for Electronic Benefit Payments (EBP) and Direct Deposit Services, including:
1. Project management support during the transition from Bank of America to Money Network.
2. Assistance in managing defect resolution for transitioning all debit card payments.
3. Support for implementing direct deposit options for customers applying online or by paper form.
4. Attendance at meetings with EDD and MN as a subject matter expert.
5. Review of MN implementation plans and deliverables, advising EDD on quality and strategic considerations.
6. Documentation of processes regarding the debit card/direct deposit transition.

Period of Performance
The contract will have a base term of three years with two optional one-year extensions, starting on September 1, 2024.

Place of Performance
The services will be performed at the Employment Development Department's offices located at 722 Capitol Mall Lobby, Room 1100, Sacramento, CA 95814.
