Request for Proposal - Redwood Shores Lagoon Management & Environmental Consulting Services

Background
The City of Redwood City, California, is seeking proposals for professional lagoon management and environmental consulting services to maintain the water quality and beneficial uses of the Redwood Shores Lagoon. The goal is to ensure the lagoon's aesthetic appearance and ecological health while complying with local, state, and federal regulations.

The lagoon serves multiple purposes including recreation, stormwater retention, and habitat support. This project falls under Public Works and is subject to prevailing wage laws.

Work Details
The contractor will provide comprehensive lagoon management services which include:
1. Environmental Consulting: Expertise in regulatory compliance with the State Water Resources Control Board’s General Permit No. CAG990005, representation at community meetings, and assistance in obtaining necessary permits.

2. Lagoon Monitoring Events: Conducting surveys for trash, debris, plant and algae monitoring; generating weekly work plans based on findings; adhering to a monitoring schedule (Spring: bi-monthly; Summer: weekly; Fall: variable).

3. Reporting: Submitting various reports including weekly work plans within 24 hours post-monitoring events, monthly use reports for chemical treatments, and an end-of-season summary by October 31.

4. Mechanical/Manual Harvesting: Scheduling harvesting activities as per the Lagoon Management Plan while ensuring compliance with all relevant laws.

5. Material Disposal: Responsible for disposal of all debris collected from the lagoon.

6. Chemical Applications: Administering approved treatments while ensuring no copper-based algaecides are used.

7. Bathymetry/Mapping Services as requested by the City.

Period of Performance
The contract term is two years from the effective date, with potential extensions of up to three additional one-year increments at the City's discretion.

Place of Performance
The services will be performed at Redwood Shores Lagoon located in Redwood City, California.

Bidder Requirements
Bidders must possess a current valid business license from Redwood City or have submitted an application at the time of contract award. Contractors must be registered with the Department of Industrial Relations (DIR) and provide their DIR contractor number in their proposal.

Additionally, firms must hold necessary licenses from the California Department of Pesticide Regulation for chemical applications.
